Chelsea Guerrero, MCP | Vice President

Chelsea is a Vice President in BAE’s San Francisco Bay Area office and brings a strong background in research, data analytics, project management, and policy evaluation to BAE.  With expertise in econometric statistical modeling, she specializes in complex quantitative analyses to support BAE’s projects throughout the nation.

 Chelsea has extensive experience preparing market, feasibility, and economic analyses to inform long-range planning decisions and the evaluation of proposed development projects in California.  She has developed expertise in fiscal impact modeling to evaluate the impacts of complex real estate development projects, major area plans, policies, and land use changes in California.  Her recent housing-related work includes financial feasibility testing of affordable housing impact fees and potential inclusionary housing policy options in the cities of Sunnyvale, San Leandro, Atherton, Napa, and Menlo Park.  She also has experience preparing financial feasibility analyses to support negotiations for new joint development projects and private development projects seeking public benefit density bonuses in the Bay Area. 

 Before joining BAE, Chelsea worked at the Metropolitan Transportation Commission (MTC) on its Regional Prosperity Plan, a three-year regional planning initiative funded by the U.S. Department of Housing and Urban Development (HUD).  Her work on that project included managing a sub-grant program that provided more than 50 grants to community-based and non-profit organizations across the Bay Area.

 Chelsea holds a Bachelor of Arts in Political Economy and Geography and a Master of City and Regional Planning from UC Berkeley.
