CSUDH University Village Developer Proposal Evaluation and Development Feasibility Pro Forma Analysis

California State University Dominguez Hills (CSUDH) engaged BAE to review five developer proposals received in response to CSUDH’s two request for qualifications (RFQs), one for a Mixed- Use RFQ (residential and retail) and another for a Business Park RFQ, all part of university’s implementation of its 44-acre University Village master plan.
CSUDH’s goals were to:
- Leverage an underutilized asset to advance its educational mission by providing onsite housing and amenities and establish a business park to accommodate compatible businesses.
- Generate ongoing revenues to fund university programs.
The submittals contained development programs did not meet CSUDH’s goals as described in the RFQs and in CSUDH’s Campus Master Plan. The university rejected all submittals and asked BAE to reevaluate the University Village project and the way in which the opportunity was been presented to the developer community.
As part of the firm’s work, BAE interviewed developers and identified several ways a new offering could be structured and marketed.
BAE also prepared a pro forma development feasibility analysis to study the market and financial feasibility of the Mixed-Use and Business Park components of the University Village and made recommendations regarding how CSUDH should proceed with a new developer solicitation.
