BAE led a multidisciplinary team in preparing the Sunnyvale Housing Strategy.

Per City Council directive, the Housing Strategy addressed four key areas of concern:

  • Mobile home park affordability
  • Age-friendly housing
  • Supply-side issues
  • Demand-side issues

BAE provided technical data, background information, and program and policy options to address local issues in each of the four areas, informing a robust stakeholder and public engagement process that collected input on preferences via:

  • Key informant interviews
  • Focus group meetings
  • Open house workshops
  • A farmers market pop-up
  • Online surveys

BAE then developed a comprehensive Housing Strategy in collaboration with City staff that includes a prioritized schedule to guide City staff and officials in implementing the recommended strategies, including key actions such as:

  • Adjustments to the City’s inclusionary housing policy
  • Mitigating regulatory barriers to housing development
  • Providing cost stability to the City’s mobile home park residents
  • Providing other local residents enhanced protection from displacement
