Affordable Housing Funding Sources Analysis

As a follow-on to a major regional workforce housing needs assessment that BAE conducted for the Town of Truckee and the surrounding North Tahoe region, the Town commissioned BAE to study the potential revenues that could be generated through potential new affordable housing funding mechanisms.
BAE examined mechanisms including transient occupancy taxes, sales and use tax add-on, and parcel taxes that the Town, Placer County, and Nevada County could consider adopting, to generate ongoing sources of revenue to serve as a locally-controlled source of funding that could be leveraged to help develop affordable housing. For each option, BAE outlined the legal requirements and practical considerations for establishment, identified other communities that have put similar mechanisms in place, and estimated the annual revenues that could be generated.
