BAE has completed more than 100 Consolidated Plans, Housing Elements, and strategic plans to create affordable housing throughout the US. Our work is distinguished by our focus on connecting policy to implementation, based on both a real estate economics approach and a policy perspective responsive to each community's needs. Hallmarks of all of our work include extensive BAE-led community engagement, clear and up-to-date market condition profiles, and a deep knowledge of tools and practical implementation strategies.
For the State of Washington, we prepared a comprehensive Consolidated Plan which engaged a statewide task force of non-profit organizations to discuss streamlining community development and housing services; we also prepared the state's first county-by-county community development needs and social indicators analysis, based on extensive data collection and surveys of 200 service providers. For San Francisco, we supported both the 2000 and 2006 Consolidated Plan, including detailed housing needs assessments and review of community service providers. In Raleigh, NC, we prepared a Consolidated Plan in conjunction with the community's Comprehensive Plan to link land use and housing policy. We have also prepared Analysis of Impediments to Fair Housing studies including field tests of discrimination in communities such as Hopewell, VA and Rockland County, NY.
We are also expert in preparing Housing Elements of General Plans in the context of California's unique legal framework. Working with cities such as Cupertino, Concord, South San Francisco, Milpitas, and counties such as Napa and Yolo, we have helped decision-makers balance fiscal and neighborhood concerns with specific housing production targets, achieving state certification of all our housing elements.
