BAE has worked repeatedly for the City of Chico to support commercial revitalization in this pedestrian- and bike-friendly college community.
Downtown Revitalization Strategy
During the 1980s, Chico experienced rapid growth of big box stores at its periphery, transforming downtown Chico into primarily a college-oriented food and bar location (California State University Chico is adjacent to downtown). BAE conducted an extensive merchant survey and retail leakage analysis, analyzed the perceived oversupply of nightclubs and bars, and worked with the Downtown Steering Committee to broaden the mix of retail uses.
Southwest Chico Neighborhood Plan
BAE developed a revitalization plan for an historic neighborhood located adjacent to downtown, including an assessment of opportunities to attract a neighborhood-serving grocery store and provide space for expanding downtown businesses. BAE also tested the financial feasibility of mixed-use infill projects along the commercial corridor.
Retail Strategies for General Plan Update
As the economic consultant to the City’s General Plan Update, BAE provided market analysis and strategic planning for citywide retail and economic development policies. We evaluated the City’s existing Neighborhood Commercial land use policies to ensure feasibility and meet City policy goals. BAE also conducted a retail land supply analysis to accommodate different types of retail development in strategic locations to capture demand from the City’s new growth areas. BAE also identified potential new retailers, conducted initial outreach to site location staff, and provided the City with retail recruitment leads to fill existing vacancies and stimulate demand for additional retail space.
